What does the Florida climate require?
There is no meaningful freeze-thaw exposure statewide, so ACI 305 hot-weather concreting applies nearly year-round and afternoon thunderstorms push placement and finishing into the early morning.
Under ACI 318, Florida falls in exposure classes F0, C2, S0. Air entrainment is not required in most of the state. Air entrainment is required for classes F1, F2 and F3.
How deep is the frost line in Florida?
Compiled reference tables put Florida at about 0 inches. That figure is orientation only. The footing depth you actually have to build to is determined by your local building department — IRC R403.1.4 requires footings to extend below the locally determined frost line, and there is no national number.
Soil concerns
Sandy soils with a high water table drain quickly but give variable bearing, and limestone karst through central Florida produces sinkholes that warrant screening before slab work.
Seismic
Essentially no seismic demand — wind governs instead, and Miami-Dade and Broward counties fall in the High Velocity Hurricane Zone with its own product approval and inspection rules.
Contractor licensing
Florida requires a state-level license. The authority is Florida Department of Business and Professional Regulation (DBPR). Check the official source.
