How do you hang pictures on concrete walls?

Which anchor should you use for a picture on concrete?
Pick the anchor by load and by whether you ever want to remove it. Every anchor type below has a published load rating from its manufacturer, and those ratings depend on the specific product, the base material, the embedment depth, the hole diameter, and the spacing from edges and other anchors.

How do you drill into a concrete wall?
Use a hammer drill, not a standard drill. A hammer drill adds a rapid percussive blow to the rotation, chipping the concrete as the carbide tip cuts. A regular drill spins against the aggregate, burns up the bit, and stops making progress within a quarter inch.
Match the bit diameter to the anchor, exactly. Anchors are engineered around a specific hole size, and a hole even slightly oversized loses most of its holding capacity.
Mark the spot and start slowly, at low speed with light pressure, until the bit bites and stops wandering. Then run at full speed with steady, moderate pressure. Let the tool do the work rather than leaning on it, and back the bit out occasionally to clear cuttings.
Drill about half an inch deeper than the anchor length so debris has somewhere to fall. If the bit stops advancing and the dust turns gray and gritty, you have probably hit rebar. Move over an inch or two and start a new hole rather than trying to drill through it.
Clear the hole completely before setting the anchor. Blow it out with a bulb or vacuum it; dust left in the bottom prevents the anchor from seating and cuts its capacity substantially.
How do you control dust when drilling concrete?
Drilling concrete releases respirable crystalline silica, and the control methods are water suppression or a HEPA-filtered dust collection system attached to the tool. OSHA’s construction standard, 29 CFR 1926.1153, sets a permissible exposure limit of 50 µg/m³ as an 8-hour time-weighted average and an action level of 25 µg/m³. Its Table 1 lists specified control methods for common tasks, including handheld drilling, that employers can follow instead of doing exposure assessments.
That standard governs construction work rather than a homeowner hanging one picture, but the hazard is the same dust and the controls are worth using anyway. Silica exposure is cumulative and the damage is permanent.
For a couple of holes, hold a vacuum nozzle right at the bit, or have someone else hold it. A shop vacuum without a HEPA filter blows the finest and most dangerous particles straight back into the room, so use a HEPA filter or work with the windows open and a fan pulling air outward.
A simple trick for occasional holes is a folded sticky note taped below the mark to catch falling dust. It keeps the wall clean; it does not protect your lungs.
What can renters use instead of drilling?
Adhesive hooks and mounting strips hang light frames on concrete without a single hole. They work best on smooth, sealed, painted concrete and poorly on rough, dusty, or porous surfaces, so wipe the wall with isopropyl alcohol first and let it dry completely.
Weight limits on adhesive products come from the manufacturer and are printed on the package. Treat them as maximums under ideal conditions, not targets. Humidity, temperature swings, and dusty surfaces all reduce holding power, which makes basements and garages the worst places to rely on adhesive.
Press the strip firmly for the time stated in the instructions, and wait the full cure period before hanging anything. Most failures happen because someone hung the frame immediately.
For anything heavier or valuable, drill. A picture rail mounted with a few anchors near the ceiling is another option: it takes only a couple of holes and then supports many frames on hooks and wire, with easy repositioning and no further drilling.
Is the wall solid concrete or hollow block?
Check what you are drilling into before you buy anchors, because poured concrete and hollow concrete masonry units behave completely differently. Drill a test hole in an inconspicuous spot: continuous resistance means solid concrete, while a sudden drop into a void after an inch or so means hollow block.
Hollow block has thin face shells with cavities behind them. Expansion anchors set into a face shell can crack it, so hollow-wall anchors, toggles, or sleeve anchors long enough to reach the solid web are the better choice. Anchoring into the mortar joint instead of the block face is another common approach.
Poured concrete takes any of the standard anchors. Concrete block walls in basements and garages are very often hollow, and the assumption that a gray wall is solid concrete is behind a lot of failed anchors.

Common mistakes
- Using a regular drill instead of a hammer drill — the bit burns up, the hole stops at a quarter inch, and the wall wins.
- Drilling an oversized hole — anchors are engineered for one exact diameter, and a loose hole loses most of the rated capacity.
- Leaving dust in the hole — the anchor cannot seat fully, so it pulls out under a fraction of its rated load.
- Dry-drilling with no dust control — respirable silica exposure is cumulative and permanent, and a vacuum nozzle costs nothing to use.
- Trusting an adhesive hook in a garage or basement — humidity and dusty concrete drop the holding power well below the package rating.
