What's the difference between concrete and cement?
Cement is one ingredient; concrete is the finished material. Portland cement is a fine gray powder that reacts with water to form a paste, and that paste binds sand and gravel into concrete. Ordering cement when you meant concrete gets you the binder alone, which will not hold up as a slab.

What is portland cement?
Portland cement is a manufactured powder that hardens when mixed with water, and it is the binder that makes concrete work. Manufacturers quarry limestone, clay, and sand, then mix in materials such as shale, iron ore, and fly ash.
That raw blend passes through a preheater and into a kiln, where a flame heats it to roughly 2,700 °F (1,480 °C) until it is partly molten. The chemical reactions that occur produce clinker — grey nodules about the size of marbles.
Clinker is cooled and ground with gypsum into the finished powder. The Portland Cement Association describes the result as being ground to roughly 150 billion grains per pound.
Portland cements are covered by ASTM C150, and blended hydraulic cements such as Type IL portland-limestone cement fall under ASTM C595. Type IL is approved by all 50 state DOTs and the District of Columbia and produces up to about 10% less CO₂ than ordinary portland cement, which is why it has become common in ready-mix.
What is concrete made of?
Concrete, in its most basic form, is a mixture of cement, sand, coarse aggregate, and water. The cement and water form a paste; the paste coats and binds the sand and rock; the whole thing hardens into a single material.
Most modern mixtures also contain supplementary cementitious materials — coal ash, slag cement, or silica fume — that replace part of the portland cement and reduce permeability compared with mixtures using portland cement alone. Chemical admixtures adjust workability, set time, and air content.
Entrained air is its own ingredient. Air-entrained concrete carries millions of microscopic bubbles that give freezing water somewhere to expand, which is what protects exterior flatwork in freeze-thaw climates.
Proportions are not a fixed recipe. NRMCA is explicit that mixture composition varies regionally and with the properties required, and that the producer develops it from the requirements the purchaser states.
Why does the difference matter when you are buying?
The distinction matters because the two products are sold differently and do different jobs. Ready-mixed concrete is ordered by the cubic yard and arrives in a truck mixer, proportioned by the producer to the strength, exposure, and slump you specified.
Cement is sold as a bagged powder. Buy a bag of portland cement expecting to pour a slab and you will have to source and proportion sand and gravel yourself. Bagged “concrete mix” is the opposite — cement and aggregate already blended, so you add only water.
The same confusion shows up in language. “Cement driveway,” “cement slab,” and “cement truck” are all common phrases, and all of them mean concrete. Suppliers know what you mean, but the distinction becomes real when you are reading a spec, comparing bag products, or trying to figure out why a repair mix behaves differently than expected.
How are mortar and grout different from concrete?
Mortar and grout are cement-based materials without concrete’s coarse aggregate, built for different jobs. Mortar is a mix of cement, sand, lime, and water used to bond masonry units — brick, block, stone — and it is formulated to be sticky and workable rather than strong in compression.
Grout is a fluid cementitious material used to fill voids, such as the cores of masonry walls or the space under a base plate. Grout flows where concrete cannot.
Concrete carries the coarse aggregate — the gravel or crushed stone — that gives it compressive strength and volume stability, and that is what makes it the structural material of the three.
Substituting one for the other causes real failures. Mortar poured as a slab cracks and wears; concrete forced into a masonry joint will not bond or tool properly.

Common mistakes
- Buying portland cement to pour a slab — with no sand or gravel in the bag, the result is a weak, shrinkage-prone paste.
- Assuming all bagged mixes are interchangeable — concrete mix, mortar mix, and sand mix have different aggregates and different uses.
- Reading “cement” in a spec as “concrete” — a cement content requirement and a concrete strength requirement are separate things.
- Ignoring the aggregate size when ordering — coarse aggregate has to fit through the thinnest part of the section and past any reinforcement.
